Yes, once baked it is - although be careful what you use it for - although it is non toxic there are notes on the web about it not being tested for environments like being in an aquarium.

It is waterproof when baked so yes, as long as the construction is thick enough to give it the strength to hold the water and flowers, then it should be fine.
