I ordered two and both were unsealed, no packaging whatsoever. so i don’t think they will be sealed.

Im not sure if it is oil based, but i have never had such a good mascara stays on your lashes from 1 morning to the next

Why does it come unwrapped?

It doesnt come with an actual cardboard backed package, but It should come with a plastic cover? The kind where you pull the perforation down the side of the mascara.

Does the mascara come sealed?

No it doesn't come sealed but seems fine no reason to complain.
