How long before the ink is permanent on ceramic. do I need to bake it in the oven for it to be permanent?

I can't answer you question as I have not used them on ceramic. I have used them on glass. After it dried it did not rub off, but most likely it would scratch off. I have not tried washing it.

How would these pens do for signing a canvas print?

Not for a small canvas signing. I used to paint. This would not be my go to pen. Tips are larger than implied. Ink is wonky on certain textures.

Has anyone used these over alcohol ink and do they really look metallic?

Yes, you can use these pens over alcohol inks. I laid down a bit of a medium blue and then went over it with a light purple or lavender and covered the ink completely. They look metallic to me. They have a little shine.The gold looks gold and not. yellow or brown. I bought them because they mark or anything.
