It sure can! You can access the speedometer both when the device is in Route Mode as well as if you are just on a recorded journey.

I'm looking up use this for cycling the camino from seville to a santiago in spain. just wondering if it will work with camino apps from phone

I. dont know for sure, but as long as the camino app gives the route as a GPX file it should work.

Does this run on your phone whilst in use and if so how dose effect your phone battery?

Your phone will be used for the GPS signal only, once you have planned your route and pressed start, you are able to have your phone in flight mode to save battery life (when using route mode).
