Is it normal for the inside of pitcher to tarnish and give off a fishy smell?

Hmmm, the tarnish is normal but I don't think the smell is. It should smell like metal or a penny. It is only for water.

Does the handle wield penetrate the interior of the pitcher? ( I only want copper to touch my water while storing over night.)

Is this dishwasher safe?

I would say no. The harsh chemicals of dishwasher detergent would quickly erode the copper and with affect the quality of the copper ions on the surface. Hand-wash only with a mild dish detergent. Dry thoroughly afterwards.
