Does it cover the USB charging port?

No it does not cover the USB port. There is a hole cut out to allow access to the USB port. I was pleasantly surprised at the quality of this piece. It looks factory. I would definitely recommend it.

Does it fit for 2019 ram rebel?

Great. I’d post a picture but they don’t offer that. But quality and the looks are great.

Does it fit a 2015 big horn? I’m aware it says 2019 and up but sometimes you can make it work

No, it doesn't fit 2015 big horn.

What is the difference between standard size and full size?

Hello, the standard size is made of high quality ABS plastic with non-slip rubber pads inside. While the full-size tray is made of high quality ABS plastic shell, and non-slip flocking material inside. It has two more angles than the standard size.
