Is this cable compatible with the 3DS XL?

No its not because the Wii U and the 3DS(yes even the XL version) do not have the same connection as the Wii U. The XL has the same connection as the regular 3DS.

What are the specifications if I wanted to add an AC adapter? My cellphone's is OUTPUT 5.0V == 1500 mA.

4.75V / 1.6A (written on the back of the Gamepad and its original AC adapter)... But it does work with generic USB AC adapters, which are 5V. As far as amps, if its battery dies, you're not giving it enough! LOL.

Wil the GamePad charge from the Wii U's usb ports?

The charge does allow the pad to charge from the Wii U's USB port, as well as any USB port.

Does it charge if it is conected to a laptop usb port?

My grandson uses it to charge the handheld part of his WiiU. So honestly I'm not sure about your question. Maybe he would know..
