No, rotate the magnification wheel to focus.

Does this work with a chromebook?

Yes, you can get the image on Chromebook with the Camera app. Note the snap zoom + and - button can't work on Chromebook.

Can the image be made full-screen on iPads?

I can go full screen on my phone tablet (both Android) and laptop. I don't see why Apple would lack this functionality.
