I believe it is, however I use my for long hair. I usually use only the side opp f the brush, so it has been working wonders. It was the best brush at the right price.

It's good for the first year or so. The bristles start to fall out, so now I'm looking to buy a new one again.As far as being a good "wave brush", my husband is Black and uses it on his short trimmed hair. Not sure what you mean by "wave brush".
