Is this the official tim holtz new sizzix big shot sketch die cutting machine and not knock-off machine?

It is the official new Tim Holtz switch cutting system.

My Switch Plus machine did not contain any extras: dies, stamps, stencils, embossing folders. I thought the "plus" meant that other things were inc?

I think the white one comes with dies and an embossing folder. Black is just the machine no dies

Does it come with parts for the machine?

I’m not sure exactly what you mean by parts but if you’re asking about the cutting pads and such yes it comes with the base, two cutting plates, and a shim.
