Can this work in a truck?

Uses 12 volts DC so it should work fine. I would be a little concerned with the charging voltage with the vehicle running and it's not something I've tested

Would this work to secure a cat door with an automated outlet to lock it from house?

It depends is the outlet on a timer or are you going to manually cut the power to the lock.

Is this approved for exterior use? I need a lock on my farm gate to keep it shut in windy conditions.

If the connections are protected - I am not sure if metal might not rust though. My application is on an interior/exterior door but on the inside. The area is not directly heated/cooled but it is protected from the weather

How long are the attached power cables?
