Is this liquid or power?

Powder, honestly not worth it. My cat didn’t like the strong scent and tried to avoid the litter box. Baking soda works better when mixed with litter

will the spray effect the clumping of the litter?

Haven't noticed any clumping but I still prefer powder over the spray

Does this sanitize as well? Or just remove odor?

Hi, Thank you so much for reaching out to us. Our Fresh Step Litter Cleaning Spray does both, sanitize and remove odor! -Your friends at Fetch for Pets

Is it Toxic? Where is it manufactured?

I don't know where it's manufactured. You probably wouldn't want to mix it in your coffee
