Is this powered via pcie? Does it have sata power out?

The USB ports are powered by pcie but the m.2 needs sata power input as well as sata cable going to motherboard in order to communicate with ssd.

Did not find or load drivers from cd for windows 10. ideas? what should i use?

Compatible yes, if you have a pcie slot, can you boot to the NVME, probably not unless your board has option to boot to NVME. You could boot to the SATA SSD just as you would any Sata SSD no matter the form factor.
