Question 1

Does this product include the NEWEST DMC colors?  3880, 3881, 3882, 3883, 3884, 3885, 3886, 3887, 3888, 3889, 3890, 3891, 3892, 3893, 3894 and 3895             And does it actually have threads attached for each color or is it just colors printed on the product, no thread?

If this is printed version identical to the threaded card version, then yes, those colors are shown but under different numbers. The reason I was given is below:

Quote “Those 16 threads are specific to Northern America and aren’t sold elsewhere in the world. Its due to the dyes they use. You tend not to find them used in commercial patterns for this reason. However, DMC made new threads to replace these elsewhere in the world, which are:

3880 replaced with 223 
3881 replaced with 164 
3882 replaced with 839 
3883 replaced with 722 
3884 replaced with 535 
3885 replaced with 312 
3886 replaced with 3685 
3887 replaced with 208 
3888 replaced with 3740 
3889 replaced with 445 
3890 replaced with 3766

Question 2

Has this item been reprinted since 2008? If so, where can I get one. This product is 10 years out of date

DMC has a new color chart that includes all of their new colors, plus the variegated threads. The new colors are integrated into the color types. BUT, the best thing is that they used the actual threads for the color patches, so that you see exactly what the thread will look like in your stitching. Unfortunately, I just checked and it is listed as out of stock right now (Aug. 6, 2018). Apparently very popular. Don't know if it is available here on Amazon yet, but I bet it will be soon...looks very useful. However, it lists for about 10 dollars more than this 2008 color chart. Not surprising, since it uses real thread, and there are more colors.
