How long is the cord/cable? I have no where to plug the rice cooker other than behind the fridge which needs a long cord to reach it.

Not long enough for that, but a simple extension cord (it is a two prong plug) will fix that. Or, since the machine is always on when it is plugged in, you can use a power strip and use the toggle switch to turn the rice maker on and off. Been thinking about doing that with mine so I don't have to keep plugging and unplugging it.

How long does it take to cook oatmeal?

Just press the button down once to cook oatmeal. Takes about 15 minutes

Does it come with a steamer basket?

No steamer basket. One non-stick coated container holds water and rinsed rice grains. A non-stick spoon comes for stirring and for serving rice. I like to use hot water to soften bullion and add this solution to the rinsed rice grains.

Ehat the voltage can it operate? Can it work with 220 v?

Genial para hacer un poco de arroz al vuelo!

Hay que hacer algunos ajustes para dar con la proporción exacta de agua/arroz para que salga perfecto. Me tomó varios intentos (al inicio el arroz salió muy pegado, algo seco) para dar con la fórmula. Incluso depende de la altitud del lugar donde vivas! Pero una vez que lo encuentras, cocer arroz se da en un santiamén. Nada de andar batallando con la medida, o que se derrame la espuma. Eso sí. el sabor queda un... 5%-10% "inferior" en mi opinión al compararlo con arroz común y corriente en la estufa, y por vida mía no sé en qué consistirá. Fuera de ello, buen producto, compacto (perfecto para 2 personas--busca algo más grande si son más), cumple su propósito y fácil de limpiar. Recomendado.
