It should connect via bluetooth to an iPhone, not 100% to the Apple Watch itself.

Will these provide a distance based on speed and cadence?

The number of rotations of the wheel you mount one of the sensors on will be transmitted to your computer. There is a setting on your computer that has the distance per revolution. Many computers let you modify this number if needed - I measure and change mine by a few mm depending on the tire I use. This is used by your computer to calculate your speed and distance. The cadance sensor is not needed, or used, in speed or distance calculations.

Can these connect to phone and provide mileage on indoor trainer on Samsung Health app?

They can connect to your phone via apps like Zwift. I’m not sure about Samsung because I’m an iPhone user.
