How do I get new back wheels

Did you just get your cart, ie new delivery, or has it been used awhile? If just delivered, send it back to Amazon for replacement. I did that for front wheel problem and got replacement within three days, If used, contact company direct or through Amazon.

Should this cart fully assembled sit higher in the front leaning towards the back?

The cart did not lean. It was level all around top of basket to the floor. I used it while living in an apartment to cart groceries up to apartment from car and to cart laundry to laundry room. Also carted weekend bags every weekend to and from car when going to our family vacation home. It held a lot of heavy stuff with no problems.
