Are these compatible with Duplo?

No, I believe dipole are big blocks. These are small and are compatible with Legos.

R the compatible with regular lego’s blocks?

These were completely compatible with my LEGO and MegaConstrux blocks when I tried them. The only minor incompatibility I found was that the base plate is slightly thicker than plates used for both the above companies, but given it's size that's entirely understandable since it's still thinner than the blocks. That might make measurements a little off. If you just mean the interlocking studs and holes, those connect just fine, though quality control is sometimes variable meaning a potentially tighter or looser fit. I've yet to encounter one far enough off to make it incompatible however.
