Is there a utility available to check for manufacturer updates to the pc (e.g., bios updates)?

How do you put the copy of Windows it comes with on a new drive.

There are basically 2 ways. Option 1. Since microsoft now links your windows version to your microsoft account you can just download a new copy, install it, and then login with your microsoft account that it is linked to. Option 2 is download and install Acronis True Image Software, granted it is not free. You can also get access to Acronis if you buy pretty much any PNY drive. Personally, I used Option 1. I replaced the 500GB NVMe with a 1TB NVMe that I purchased off of Amazon.

Does this support Bluetooth for use with Microsoft keyboard and mouse?

If the keyboard and mouse connect to your PC with Bluetooth, then yes.
