That website is also where you get all the applications (apps) you want for your TI graphing calculator. DO NOT try to use this cable (the silver cable) with TI Graph Link software if you have a TI-83, TI-83 Plus, or newer. I tried the cable with TI Graph Link on my TI-83 Plus, and it wouldn't work at all. I installed TI Connect and it still wouldn't work until I uninstalled TI Graph Link in programs and in Windows device manager. Graph Link creates an IRQ conflict with the PCMCIA device in this cable, and won't work until the IRQ conflict is resolved.
