How long is it and can it be cut into smaller pieces?

It's very long probably over 6 feet, it was actually surprising to open. It's thick and study feeling, I'd imagine you could cut it no problem but you'll have frayed ends

How does it attach to the costume?

It doesn’t. You will have to figure a way to attach. I will use needle & thread to sew in velcro loop to the side of costume.
