I do not understand how to use this

I have made a jpg instruction with photo of the timer switch to explain how it is to be set. However I do not see any provision to attach the photo without which the explanation is tedious. Any way I will attempt an explanation:

This unit has mainly 4 parts to set time and program the unit. 
First is the inner center disk which can be rotated in the direction of the arrow. Rotate and bring the pointer to desired time to the clock to nearest 15 mins as the time scale has 4 divisions per hour.
Second is the time dial which is marked in 24 hours format. Every hour is subdivided to 4 division each representing 15 mins.
Third the black outer ring with tabs. 4 tabs for each hour. You program it by depressing the tabs. Pressing each tab will activate the power for 15 mins. For example you want some device to come on at 19:00 hrs and go off at 21:00. For this you will press down all the tabs from 19 to 21. That is all to it. You can have the device operate multiple times by pressing these tabs at the required time marker.
Fourth is the 3 position slider switch. For the device to work at set time slide the switch to Auto position.
How to setup the unit: 1st press down the tabs according to what time you want the unit to come on and for how long
2nd set the time to present local time.
3rd plug the unit to the power socket and switch on the wall socket powder. This will power the clock in timer unit.
4th slide the switch on the side of this unit to Auto.
5th Plug your device in the timer socket. Now your device will operate your device at the set time(s).

By the way to deselect or correct the program just pull up the respect tab back to normal position.

Yes it is possible. Just push down the time pins as per the timings you want it to turn on.
