Is this an "active" usb 3.1 gen2 cable? passive 3.1 gen2 cables can only be 1m length max.

It is a passive usb 3.1 gen2 cable. Actually, the cable in 1m length max you mentioned is the thunderbolt cable since its transfer rate up to 40Gbps.

What is the length of the inflexible finger grip and then how much more does the stress relief add? (excluding the usb c connector itself)

it's about a 2 inches altogether I guess? from rubber to the connection. It's not much longer or shorter than that.

Can this be used to tether my moto z3 to my laptop and have descent internet speed using my phone service without hotspot?

Cable will do anything that can be done with USB C. So if your phone and laptop are capable of this using a type c cable and connectors than yes. This cable will not hold you back. But honestly this isn't a question for this cable, it a question you should be asking about your phone
