Is the ball delivered flat or already with air in it?

Flat April 2020. No pump or needle included.

Said Vietnam I guess.. played enough so the naming went off..

Is this a good choice for pool volleyball not wanting to use my high end ball at pool

It is not a ball designed for playing in the pool since it will get a lot heavier with the water. There are plenty of other balls designed to be used at a pool. This is a better choice: https://www.amazon.com/Wilson-Outdoor-Soft-Play-Volleyball/dp/B001RTL53E/ref=sr_1_7?ie=UTF8&qid=1468264285&sr=8-7&keywords=water+volleyball

Does the ball come inflated? I don’t have a ball pump at home.

Unfortunately it is not inflated when you get it. A cheap hand pump would work great as volleyballs aren’t that big.
