Why does this say 10,000 seeds - do you even get 100?

Because the seed is so fine I reckon 10000 is about right.

Are Papaver Rhoeas perennial?

Papaver Rhoeas are not technically perennial, but they self seed so freely that although individual plants will die off, there will still be many for years to come. I sowed mine forty years ago and still have a wonderful display each year:)
