You use the Home App on your phone. Select Automation, then setup an automation to turn on device, then a separate one to turn off device. These automations allow to you include several devices on them, for example Christmas lights. This is just one way to set up timers.

After a power outage will they return to their previous state?

Though I have not had a power outage as of yet, I suspect it will since the programming is stored in your iPhone Home App and the Homepod . I have moved plugs around and have not had to reprogram the plug. The Homekit App retains the instructions for the unique MAC address of the device.

will this work with a UK plug? is it 220v compatible?

No, the plug is the U.S. and the required power source is 110V. NOT 220v.
