Yes, 100% because you always put your under tank heat on the outside of the glass using reptile carpet causes respiratory infections and all kinds of problems. These people are crazy. always put the heat pad on the outside with the temperature probe on the inside.

enough for a 40 gallon tank?

Yes depending on how thick you want it but one bag dose at least a 30 gallon and 3 10 gallons for me with 2 3in on bottom of the tank
