Will this fit a mid tower that is 20.68x16.7x7.6?

I would say yes, but check the specs to be certain. My HP tower fit with room to spare.

is this just the foam? or does it come with a box for the tower to fit in as well? I need both.

It comes with foam. But, the box is approximately 20x20. I used it to ship desktop, not a server and i ended up throwing most of the foam out. I just packed it in and used the packing from other amazon packages. I would suggest taking it to fedx store or ups store and ask them what they charge ti package it for you.

what kind of foam is this made of?

Very hard foam. Way better than sytrofoam. Worked really well to pack my computer and drive it across country when I moved. Just really expensive.

Hiw do I dispose of the used packs?

I guess just recycle them? Maybe see if Best buy might take it,( they recycle electronics) or your nearest waste center.
