Could i use a 3m micro usb extension cable and plug it into the fan as the provided cable is too short?

A micro USB wouldn't fit as it has a USB A connector, a standard USB extension cable will do though

Will this work with a smart plug, can you turn it on or off from the wall socket?

I don't think this will work with a smart plug, as if my fan is on and I take my plug out to cut the power then put the plug back in to give it power again, I then need to press the button on the back of the fan again to make it work, really good fan very quiet with 3 different power settings

Are these expensive to run? Just seen a fan that's 40w, this is 2.5w but i don't know the cost of running this for an hour, for instance at UK prices

It runs off the usb port in tower of your computer, I wuold not have a clue of what cost difference would be.
