does it come in colors?

I've gotten it in white, clear, yellow, black and even a light blue. I've bought sheets of clear that were 4 foot by 8 foot by 1/8 and 1/4 inch thick. Made display cases from that in all different sizes.

Would this make a good base for a grocery shopping bag?

Yes, I think this would work well. For something the size of a shopping bag, 1/8" will be quite rigid, you might even be fine with 1/16" instead.
