WIll this bird feeder attract large birds such as eagles and falcons?

Unlikely as eagles and falcons are carnivorous. They DO hunt other birds, but usually from the ground.

can cardinels perch on the short pegs?

This feeder is mostly for small birds. Mine attracts American goldfinch, black capped chickadees and red breasted nuthatch's. Some sparrows try to engage but have difficulty with the perch size and holes which I don't mind. I use 3-D Nut N' Berry bird food from Walmart which the small birds love. Feeder stays very busy year around. Tip: Secure the top with rubber bands so the so squirrels can't breach the top. Good Luck. Enjoy. Great feeder.

I believe it is a quality plastic

No, and the squirrels can easily get to it if it’s hanging from a shepherds pole
