Do step up rings simply allow you to screw on larger filters and lens hoods etc.?

Yes. I buy all 77mm fiters then use step up rings to attach them to smaller lenses (72mm, 58mm, 55mm, etcetera).Much cheaper than buying multiple sets of filters.

can I use this on my 49mm filter size lens?

Possibly. If your lens is LARGER than 49mm (52mm, 55mm, etc) you can screw the step down ring on it and put on a 49mm filter. That being said, most of the time you will get vignetting (dark edges) since most lenses are not set up to accept smaller filters. Most of the time I buy a large filter (77mm-82mm) and use step-up rings. This allow me to buy one expensive filter and use it on all of my lenses. Please give a thumbs up if this was helpful.

I have a Meike ring light flash. I lost the only adaptor that works for my Nikon D3200. Are these adapters compatible with Meike?

They are compatible with any lens that has threads. Your Nikkor lens has threads. They are used to make a filter that was designed to fit a bigger diameter fit a smaller diameter. Say you had a 58mm filter. You wanted to put it on a 49mm lens. You use these rings to step your lens up to 58mm. I don't know if your flash ring has threads in it and you screw it onto a lens then yes it will work.
