Have ordered above item & have noticed a few comments about properly cleaning before application. What do you recommend to use for cleaning and prep.

I used alcohol to clean it. Here is the deal. If you are touching up the edge of something black it works ok but it won't match an area where you are trying to cover a scratch on a flat surface or barrel. The bluing pens work well for me. The black touch up pen did not. Hope this helps.

How does this do as rust prevention for gun touch-up?

How does it look on a new Colt 01991 Government in the almost-black matte finish? Thanks in advance.

It should be OK on small scratches or the like. It's not a real flat black, it's more of a matte, so it should blend with the 1911's finish pretty well.
