Can this be used with cartridge fikter system?

This will overload your filter. You’ll want to shock the pool first. When done raise your PH, shut off your filter, and broadcast across the pool. Wait at least a day till the particulate matter settles to the bottom. Vacuum to waste not the filter. Your pool will be perfectly clear if done correctly.

Will this help remove white water mold?

Not familiar, fortunately, with white water mold. It is meant to clear water that has suspended small debris in it, such as algae that has been brushed off the side of the pool.

Can I use this in my above ground vinyl lined pool?

I do. Usually works pretty good.
