Can you paint over it?

No, paint wouldn't adhere well as it creates a slick surface

Can it be used inside a pond that is leaking? Will it do OK under water all the time?

I used it in a birdbath to try and keep the water from evaporating so fast but it eventually breaks down from the Sun and water. I wouldn't recommend it.
