I think the question was, why won’t the “sticky” Velcro pad stick to the plastic. Try try wiping the plastic with a detergent, as it may be covered in polish from previous cleans.

Will this fit a 5 series touring e61?

I don't see any reason why it won't fit, if you look at the picture of the liner there is plenty of overhang at the back and the sides so no matter how big your boot is it should fit. Hope this helps.
