what powers this thing? Plug in wall power block? Where is the power in connection on the Devices.

The IR receiver and emitter both use a 5V 0.5A wall outlet power adapter.

Do you have to use the IR plugin at the receiver or can it just broadcast to to any device in the cabinet depending witch remote you are using?

you do not have to use the plugin IR units... in some cases they may help depending on equipment location within your cabinet.

Will this work with an arris U-verse receiver?

They will work with any receiver. They are Great!!
