Are these water proof

No. I haven’t tried this particular batch before but have tried others like it. They’ll resist the weather for a while but not direct spraying on face plate outdoors they seem to last about a year or two before getting too corroded.

Can they be used for inside van lights?

They would handle a LED light since tey are rated at one amp, but you would need to hold them depressed to keep the light on.

Can I use these with a 9V battery?

Yes you can use with 9V, they are rated to 250V.
