Yes they hang off the right side. The picture is reversed.

Will these work on a bcm kmr rail?

It works with all picatinny type rail systems. If I'm not mistaken the top of that rail is picatinny and not keymod.

Do they spring up when released?

No they don’t spring up. You have to open them up yourself..... however they are extremely sick!
