I purchased the valve, but I'm struggling to push it into manhole pipe. The plastic fins are exposed. Help - will it still work?

Yes it will still work. Ideally twist the valve left and right with pressure to fit in pipe. If pipe is small fitment then check it by turning on all taps and flush toilet to see if it stays in place while maximum water pressure is going through it.

Does it need Maintenance

No maintenance but best to check every 6 months that the Valve is not obstructed by debris and still firmly located in the the pipe.
