Does this heater have the probe? Can you turn the thermostate off and plug it in before filling

Yes, it does have a probe, but I would not plug in the heater until you start putting water in the mattress. I don't know if you can turn it completely off/down.

What is the highest temrature it could reach? Does it have any chnace of electricution (if used in a small pool)? How does the heater work?

One more answer that it is FOR A WATERBED AND NOT A POOL. I believe there are pool heaters and birdbath heaters on the market if that is what you are looking for - but, please do NOT use this in a pool!

Does the unit come with all power cords?

It had everything we needed, cords, thermostat and pad

can this be used for softside waterbed

This is a "Full Watt" unit, which typically means 300 - 325 watts--the spec for a hardside waterbed heater. This is not the unit for a softside bed. You want a "Low Watt" unit, and they do have them listed here on Amazon.
