I have a 5 gallon filter with African Dwarf frogs and a betta fish. Is this filter appropriate?

I do not have any frogs but I do have a Betta in a 5 gallon tank and it works just fine! You can adjust the flow of the water which makes it nice for Bettas :)

a part of the electric cord above the motor is submerged when i fill water to the fall out spout is this normal? did i do something wrong?

Perfectly normal, the motor is completely sealed and is designed to be submerged, along with the cord.

so im planing on getting a 5 gallon tank for guppys and a 10 for plattys and crown tail betta would this suck up any ones fins?

NO!!!! Don't get such small tanks for those fish!!! 5 gallons is not nearly big enough for guppies, I would get at least 20 gal for each of those fish. To save money, guppies and platys can be housed together so you could only get one big tank for all of them. You would be making a mistake by putting either of those fish in 5-10 gallons.
