Do the empty bottles need to be filled with the inks and do they fit into a epson et-15000 tank and does it come with the icc for that printer?

That's correct, the Easy Refill Bottles are filled with the ink, they are then used to fill the Ecotanks on the printer - the bottles are suitable for ET-15000
