Can this read non-wiegand cards, i.e., non-encrypted cards?

Unfortunately, this is only a Wiegand reader. It will not read a non-prgrammed card.

Can this item be used as a way to see time of entry into buildings,etc.?

It depends on the software you are using. For us we can see the time and the name of the person every time the fob is used. This is pretty much standard.
